Зовнішня політика ЄС

Анотація: Метою курсу є надання студентам аналітичних інструментів для розуміння особливого характеру зовнішньої політики ЄС, який не є класичним актором у міжнародних відносинах, оскільки має більше повноважень щодо прийняття рішень, ніж міжнародна організація і менше, ніж унітарна держава. В першій частині курсу особливу увагу приділено теоретичним підходам. У другому блоці курсу акцент зроблено на внутрішніх можливостях зовнішньополітичної діяльності, зокрема розглядається інституційна структура та зовнішньополітичні компетенції. У наступній частині аналізується різноманіття зовнішньополітичних зв'язків ЄС, починаючи від торгівлі та проблем м'якої безпеки до дипломатичних та військових подій. Також розглянуто Європейську політику сусідства, Східне партнерство та відносини з Україною The objective of the course is to provide students with the analytical tools to understand the special nature of the EU foreign policy. In the first part particular emphasis is paid to theoretical approaches. The EU is not a classical actor in international relations as it enjoys more decision making powers than an international organization and less than a unitary state. As a second step the course looks at the institutional set up and competences for the EU's external relations. The next bloc analyzes a diverse set of EU external policies ranging from trade and soft security issues to diplomatic and military developments as well as taking a closer look at the European Neighborhood Policy and the Eastern Partnership and relations with Ukraine.
